Prior to founding Avila and Associates, Catherine Avila was the Branch Chief for Structure Hydraulics for the California Department of Transportation (Caltrans), where she was responsible for over 15,000 bridges throughout California. During her tenure, she was in charge of several key programs for the State, including development and implantation of the state-wide bridge scour mitigation program. She co-authored the California Bank and Shore Rock Slope Protection Design Manual, a guidance document that is widely utilized throughout the state.
