Avila and Associates was in responsible charge for the project impact assessment, regulatory setting, and mitigation alternatives development and mitigation monitoring for the Water Quality, Hydrology, Public Services, and Utilities sections of the Environmental Impact Report prepared in support of the project. This effort included an in-depth evaluation of the project site drainage patterns and facilities; groundwater and geotechnical plans; and regulatory requirements needed to comply with Regional Water Quality Control Board permits for the treatment plant, conveyance system and construction storm water pollution prevention plans.
